Q: Red or Blue float for 1/32" porcelean grout?

I would use the 09-43P blue gum rubber float personally for smaller tile sizes and the glazed tile finish. But if I was working with smooth stone polished or unpolished, I would use the red urethane float. It’s really just preference and your skill level. The urethane float doesn’t need to really be cleaned up at the end of a job, where you can just bang them together and the material will just fly off. So if you have a large job that takes hours to complete, with urethane you can just clean your bucket and walk away.

Q: Will it remove excess haze from urethane grout?

No, the grout float is designed for applying grout not for clean up. your best bet to clean urethane grout haze would be a cotton towel with a bit of vinegar/water mixture/ possibly in a spray bottle if you have one handy!

Q: Can this damp with water?

The float is made of urethane, which is a polymer like plastic only flexible. The absorption rate of this urethane is so low, that it will move or repel water for as long as the molded urethane is intact or has not been chemically altered from other chemicals that may create pores that would absorb water. But it's understood in the plastics industry that urethane will not absorb water, mineral oil, liquids that won't alter the chemical makeup or polymer chains such as acetone and MEK.

Q: Can I use this with sanded grout? I wonder if urethane can cause the sand to scratch the tiles.

Depends on the sand, such as size and the amount of water used. Also the tile as well. I would imagine that you would see very small scratches on glazed tiles. I would try the Troxellusa 09-43P gum rubber float, and perhaps the Troxellusa 09-40 without the gum rubber. Get both and do a test.
