Q: Are the only people who are having problems with the wipes are the people who got septic tanks?

No, my house is connected to a city sewer system and just spent $1000 for an emergency weekend call from a plumber. He said he's never seen anything like it - wipes clogged EVERYTHING up for a long distance. Funny thing is these wipes were only used by my parents, the last of whom died 4 months ago. So these supposedly flushable wipes didn't break down in nearly half a year. Unless you want to spend your time cleaning up disgusting sewage and waste hundreds and maybe thousands of dollars on a plumber, avoid these wipes. They are flushable the same way a polyester cloth is flushable - sure it will go down the pipe, but it won't dissolve and you'll be out of luck.

Q: do they contain aloe?

Oh my goodness. I thought I was the only one in the world who had problems with aloe. These are the only wipes I've found that don't have it.

Q: Has anyone compared my favorite, alcohol free Fresh 'n Flush By Wet Ones, no longer available as ship and save, with this alcohol containing Charmin?

Yes Wet Ones, Jewel used to carry. Finally found perfect wipe not caustic or strong scent & container didn't dry out if didn't close top, had them placed everywhere. :( Always seems to happen.

Q: Are the refill packages resealable? I'm concerned about not having the box, which I hear doesn't do a great job anyway, and the wipes drying. Thanks!

The package is definitely resealable. You are right about the box. It does not keep the wipes moist. The wipes remain pretty moist in the resealable package. I use them regularly and have never had them dry up on me. I also like that they are not perfumy and the wipes are soft. Hope this helps.
